Kazakhstan Requirements for Apostille or Legalization of Import/Export Documents

Kazakhstan is a member of Customs Union with Russia and Belarus. Nevertheless, it continues to import significant quantities of foreign goods and services from other countries, non-members of the Customs Union. Consular Invoices for Export to Kazakhstan

Embassy of Kazakhstan in Washington, DC or Consulate General of Kazakhstan in New York City unlike certian other foreign embassies in the USA does not require/produce consular invoices for overseas imports to Kazakhstan.

Packing Lists, Commercial Invoices, Certificates of Origin and Other Non-Federal Documents

Apostilled or legalized packing lists, commercial invoices, certificates of origin, etc. may be required in Kazakhstan. You are advised to contact your local chamber of commerce, freight forwarder or customs broker to find out more information about requirements.

Usually, an exporter can apostille the commercial invoices and other non-federal import/export documents with the Secretary of State Office in your state. Apostille and Legalization of Federal Import/Export Documents

If the import/export documents were issued by the U.S. Federal Agencies and apostille is required by Kazakhstan, then such apostille can be done at the U.S. Department of State as the Competent Authority. Please see this link for more information on the Hague Apostille Convention of 1961.
